 AN ACT to amend the state finance law, in relation to competitive grants
   for water quality infrastructure projects
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  state finance law is amended by adding a new section
 54-n to read as follows:
   § 54-N. COMPETITIVE GRANTS FOR WATER QUALITY INFRASTRUCTURE  PROJECTS.
 1.    NOTWITHSTANDING ANY OTHER LAW, RULE OR REGULATION TO THE CONTRARY,
 NO LESS THAN TWO PERCENT OF ALL STATE COMPETITIVE GRANTS FOR WATER QUAL-
 ITY INFRASTRUCTURE PROJECTS AWARDED AFTER THE  EFFECTIVE  DATE  OF  THIS
 SECTION  SHALL  BE  AWARDED  TO MUNICIPALITIES LOCATED IN THE ADIRONDACK
 PARK AND CATSKILL PARK, AS DEFINED BY SECTION  9-0101  OF  THE  ENVIRON-
 MENTAL  CONSERVATION  LAW,  INCLUDING  BUT  NOT  LIMITED  TO, ALL GRANTS
 AWARDED UNDER TITLE NINE OF ARTICLE  FIFTY-EIGHT  OF  THE  ENVIRONMENTAL
 CONSERVATION  LAW  AND  UNDER  THE CLEAN WATER INFRASTRUCTURE ACT OF TWO
 THOUSAND SEVENTEEN, AS AMENDED.
   2. FOR THE PURPOSES OF THIS SECTION, THE TERM "WATER  QUALITY  INFRAS-
 TRUCTURE  PROJECT"  SHALL  MEAN  "SEWAGE TREATMENT WORKS", AS DEFINED BY
 SECTION  17-1903  OF  THE  ENVIRONMENTAL  CONSERVATION  LAW;   "ELIGIBLE
 PROJECT",  AS DEFINED BY PARAGRAPHS (A), (B), (C) AND (E) OF SUBDIVISION
 FOUR OF SECTION ELEVEN HUNDRED SIXTY OF THE PUBLIC HEALTH LAW; "STORMWA-
 TER COLLECTING  SYSTEM",  AS  DEFINED  BY  SUBDIVISION  TWENTY-SEVEN  OF
 SECTION 56-0101 OF THE ENVIRONMENTAL CONSERVATION LAW; OR SEPTIC SYSTEM.
   § 2. This act shall take effect immediately.
