New York State Assemblymember Alex Bores and State Senator Andrew Gounardes issued the following statement in response to Congressional Republicans’ proposal to block states from regulating artificial intelligence (AI) models for the next decade:
“Artificial intelligence is not a static product—it’s a rapidly-evolving force with the power to reshape society in profound and unpredictable ways. It can’t be declared ‘safe’ and then left unmonitored for a decade. Yet that’s precisely what this federal legislation risks: a 10-year regulatory vacuum that prohibits state and local governments from enacting safeguards that protect their residents.
“This approach not only misunderstands the dynamic nature of AI, but also disregards repeated warnings from scientists, engineers, and international bodies about the serious risks of unchecked AI deployment. These systems can fail, discriminate, manipulate, and cause real harm—intentionally or otherwise. To block states from responding to these risks is to gamble with Americans’ safety, civil rights, and democratic accountability.
“Smart, responsible regulations, like our proposed RAISE Act, can ensure a thriving AI industry while protecting the safety and well-being of our communities. No industry should be shielded from oversight for ten years, especially one as consequential as AI. This is not innovation; it’s abdication.”
