S4728 This act would establish the New York state Cryptocurrency and blockchain study task force (the task force). This task force would provide the governor and the legislature with information on the widespread use of cryptocurrencies and other forms of digital currencies and their ancillary systems, including blockchain technology in the state. AYE
S4369 Would provide a new Title within Article 9 of Environmental Conservation Law to create a Memorial Lands Facility permit, which is a property, other than a cemetery, that is primarily used for the respectful disposition of cremated remains. AYE
S4892B Provides that supervision by a licensed physical therapist of a physical therapist assistant shall be continuous but shall not require the physical presence of the licensed physical therapist at the time and place where services are being performed; requires a licensed physical therapist to be available for consultation with the physical therapist assistant or the patient within a reasonable amount of time. AYE
S1463 Establishes extended producer responsibility for mattresses; requires mattress producers to establish a plan for the convenient and cost-effective recycling of used mattresses. Adds the definition for the word "new". Appointments can be made no later than 60 days instead of January 1. Civil penalty not to exceed $500 for each violation and an additional $500 for each day. NAY (Civil penalty unnecessary. Significant costs to State.)
S1225 This legislation revises the procedures of the Medicaid Evidence Based Benefit Review Advisory Committee, in relation to material changes in the coverage status of a particular item, health technology or service, as well as any matter relative to new health technology assessment or medical evidence for which an applicant has submitted a complete application to the Department. AYE (Establishes necessary criteria in order to act on applications.)
S4767 Specifically mandates the Municipal Police Training Council to develop, maintain and disseminate training on the appropriate use of force and de-escalation techniques when interacting with individuals with autism spectrum disorder and other developmental disabilities. AYE
S2294 The bill would amend sections 189 and 195-c of General Municipal Law to allow employees of non-profit organizations to participate in the management and operation of games of chance. AYE
S1641 Allows a social worker or informal caregiver to be present and give care to a vulnerable elderly person who is called to give evidence in a grand jury proceeding, concerning any type of offense, provided that the district attorney consents. AYE
S1380 Requires the department of environmental conservation and the department of health to establish certain standards related to the cleaning of playground equipment after pesticide exposure. AYE

S1540 Provides that decisions in disciplinary hearings against managerial or confidential state employees will be final and not subject to change or modification by the employer. AYE
S952B This bill seeks to extend the protections of the housing stability and tenant protection act of 2019 to tenants in rent stabilized dwelling units as well. NAY (Onerous for landlords.)
S1806A Prohibits correctional facilities from denying entry to peer support advocates who are certified or licensed and are participating in the provision of corrections-based substance use disorder treatment and transition services based on such advocates' prior history of incarceration. AYE
S2295 Requires police officers to receive training instruction for crimes involving sexual assaults; requires training for child protective services workers in certain instances. AYE
S2484 Directs the state energy planning board to conduct a study on time frames for replacing or upgrading battery energy storage systems at renewable energy facilities in preparation for clean energy storage and distribution across the state. AYE
S6244 COSPONSOR Enacts the "Lieutenant Joseph Banish mental health act" to provide a testimonial privilege for communications arising out of law enforcement peer support counseling. AYE
S5278 This bill increases Surrogate's Court fees on various matters involving estates or other subject matters. These matters involving estates include petitions to commence a proceeding to probate a will, petitions to commence a proceeding for administration in intestacy, and petitions to commence a proceeding for an accounting. NAY (Unnecessary.)
S4722 Requires the empire state plaza art commission to provide recommendations to the governor on renaming the agency buildings located at the empire state plaza; establishes considerations to include places, persons and matters of significance to the state that reflect state values; requires the governor to choose the new agency building names within 60 days after the commission's recommendation. NAY (Potential to be too political/partisan.)
S1718B This bill would add a new section to the Real Property Tax Law to establish a partial exemption from taxation of certain residential real property transferred by a governmental entity, nonprofit housing organization, land bank or community land trust to low-income households. AYE
S7285 This bill would amend chapter 406 of the laws of 2015 to expand the Residential Redevelopment inhibited property tax exemption to all localities in the state, not only for certain cities. AYE
S7673 BUDGET EXTENDER #9 - This extender will provide roughly $520.6 million in additional appropriation authority to cover the period of April 30, 2025 through May 1, 2025. AYE

S559 Increases compensation of election inspectors to $300 and coordinators to $350 in New York city. NAY (Increased costs to local entities.)
S600A Requires each member of a county planning board , city planning board, city zoning board of appeals, town and village planning and zoning boards to receive at least one hour of training on environmentally conscious planning. AYE
S6256 Authorizes county highway superintendents to rent road machinery from any city, town or village; authorizes town highway superintendents to contract for the use of certain services and town machinery, tools and equipment with another municipality, district corporation, school district, community college or any unit of the state university. AYE
S5089 Creates a residential condominium owner's bill of rights that includes the right to transparency, the right to timely decisions, voting rights, the right to notice, and the right against extraordinary expenses. AYE
S6274 To include veterans with service-related disabilities among those who receive preferences in the Affordable Home Ownership Development Program. AYE
S6870 This bill would require a study into the access of Capital Funding for State Public Libraries and Library Systems and provide recommendations for the improvement of such access. AYE
S5400 Exempts operators of law enforcement and fire department vessels from laws which regulate vessels on the navigable waters of the state while such operators are in the course of responding to emergencies. AYE
S7230 This bill is would subject ESCOs to the same abandoned property regulations as utility companies. Returning customers monies will benefit ratepayers, but sweeping unclaimed property into state funds is problematic for ESCOs just as it is for utility companies. AYE
S7320 The bill would add language to the Executive Law to prevent discriminating against individuals in making real estate appraisals available or to base a real estate appraisal, estimate, or opinion of value based on certain protected statuses. AYE
S7526 This bill would extend the current tax-exempt, private activity bond allocation for state and local issuers allocation system from July 1, 2025 to July 8, 2028. AYE

S7707 BUDGET EXTENDER #10 - Provides for emergency appropriation through May 7, 2025 for the support of government. AYE
